L’Italia è la peggiore in Europa

In Italia la ristorazione sta fallendo.
Stanno chiudendo attività che non riapriranno.
Sta perdendo la speranza chi ancora resiste.

Di chi è la colpa?
Esiste una soluzione a tutto questo?

Queste e molte altre domande, hanno portato in questi 10 mesi la ristorazione a confrontarsi per la prima volta, in modo estremamente compatto, con un elemento che fino ad oggi era rimasto separato da essa: LA POLITICA.

Ma se oggi la ristorazione italiana inizia i suoi primi timidi e timorosi passi verso la politica, come un cane che abbaia prima di avvicinarsi a chi gli tende una mano, senza sapere se quella mano vuole essere offerta o punizione, cosa sappiamo di quello che succede fuori dall’Italia, nei paesi a noi vicini, a ristoranti e bar ai tempi del covid19?

Sarà vero che in Germania fila tutto liscio?
I Francesi stanno facendo valere le loro ragioni con rivoluzioni di piazza?
E gli inglesi? Stanno dimostrando di essere un’economia forte e capace di affrontare questa emergenza?

Siamo nel 2021 e Google è un’enorme risorsa se la si usa nel modo giusto. Ecco quindi una rassegna stampa di giornali locali e internazionali su quanto sta avvenendo nei ristoranti europei:

GERMANIA

Il paese piùù popolo dell’Unione Europea con circa 83 milioni di abitanti, è stato duramente colpito dalla seconda ondata del virus dopo essere stato relativamente risparmiato rispetto a molti altri paesi durante la prima fase.
Il Paese ha appena esteso e rafforzato il contenimento parziale fino al 31 gennaio. Scuole come la maggior parte dei negozi non alimentari, bar, ristoranti, strutture culturali, sportive e ricreative sono chiuse fino alla fine di gennaio.

Qui nasce lo slogan della protesta “Wir-machen-auf” (noi riapriamo). I promotori scrivono sul loro sito che non sono negazionisti o complottisti. A quanto pare è una premessa che si sentono di fare tutti.

“Però almeno in Germania i ristoratori sono stati aiutati da ingenti rimborsi e contributi” – Mmmmhh no. O almeno non è proprio come in Italia qualcuno ha dichiarato:
“I rimborsi siano certi e immediati come in Germania” diceva il 2 Dicembre, Matteo Salvini. Ma è andata così?

Uno studio dell’Institute der Deutschen Wirtschaft (Iw) mostra che le imprese tedesche hanno ricevuto in realtà appena l’8% dei fondi stanziati questo autunno per gli Uberbruckungshilfe I e II (i rimborsi di una parte dei costi fissi delle imprese, introdotti da settembre). E ancora peggio è andata sul fronte dei ristori promessi per i mesi di novembre e dicembre: a destinazione è arrivato solo il 4% del totale previsto.

FRANCIA

I cugini d’oltralpe pare si aggiudichino il premio “misure restrittive più severe d’Europa”.
I negozi dovranno chiudere alle 18 in punto.
Ristoranti e bar restano in modalità esclusivamente da asporto, però non oltre le ore 17.

Chissà come la prenderanno i colleghi francesi che, già a novembre avevano dato battaglia al governo che attraverso il suo primo ministro Jean Castex aveva annunciato che dal 1 dicembre avrebbe permesso la riapertura dei negozi non essenziali salvo bar e ristoranti.
Il “non essenziale” è un concetto ripreso anche in altri paesi dell’Unione Europea, inserendo sempre in questa definizione le attività ristorative.

Il primo ministro ha recentemente aggiunto che non vede possibilità di riaprire le attività di ristoro prima “della metà di febbraio, come minimo”.
Ha poi aggiunto che il coprifuoco dalle 18, già in vigore in 15 dipartimenti, sarà esteso ad altri 10 e che le frontiere con il Regno Unito rimarranno chiuse “fino a nuovo ordine”

SVIZZERA

Chi l’avrebbe detto che propri i svizzeri sarebbero stati i più ribelli?
Ben 300 ristoratori hanno aderito al “Wir-machen-auf” tedesco.
Chissà se il governo sarà altrettanto svizzero nel sanzionare chi ha deciso di restare aperto nonostante le restrizioni?

Già perché anche la Svizzera nel frattempo ha dovuto fare i conti con una seconda ondata ben peggiore della prima da cui tutto sommato era stata risparmiata rispetto il resto dell’Europa (un po’ come la Germania).

Sembra che come azione di contrasto al diffondersi inarrestabile del virus, il paese abbia deciso di di prolungare la chiusura di bar e ristoranti fino a fine febbraio.

Ma di questo passo la certezza è la chiusura attuale fino a data da destinarsi.

AUSTRIA

L’Austria prolunga il lockdown nazionale fino al 7 febbraio, a causa della variante inglese del coronavirus.
Inizialmente le chiusure erano previste fino al 24 gennaio.
Dal 25 invece verrà imposto l’uso di mascherine FFP2 nei negozi e mezzi pubblici, mentre il distanziamento fisico è aumentato a 2 metri.
Se in ogni caso sarà presumibile la riapertura di negozi, estetisti e musei l’8 Febbraio, per ristoranti e hotel pare bisognerà attendere almeno il mese di marzo.

SPAGNA

Qui bar e hotel sono aperti, con le classiche regole di sanificazione degli ambienti, distanziamento interpersonale e orari di chiusura anticipati (21.30).
Nell’interno dei locali la capienza è ridotta al 30% mentre all’esterno al 100%.
Il coprifuoco generale resta alle 22, con eccezioni (Madrid dalle 23, i Paesi Baschi vanno verso un’anticipazione alle 18).
Come per l’Italia la situazione è molto diversificata in base alle diverse regioni.
Per esempio la comunità valenciana ha esteso il periodo di chiusura dei confini, la ristorazione chiuderà alle 17 e anche qui il coprifuoco è stato anticipato alle 22.
In Europa resta probabilmente uno dei stati più grandi con minori restrizioni generali e in particolare nel nostro settore.

E IN ITALIA?

Di fatto anche noi stiamo vivendo un nuovo lockdown, anche se in modalità soft rispetto alla segregazione vissuta nella primavera dell’anno scorso.
L’unico elemento restrittivo che per ora accomuna lo stivale è il divieto di transito tra regioni, anche tra zone gialle e il coprifuoco dalle 22 alle 5 del mattino.
Per il resto continuano le limitazioni date dai 3 colori di appartenenza.

Sono passati 10 mesi dall’inizio della pandemia e la difficoltà ad andare avanti si fa sempre più grande assieme allo stress, tanto psicologico quanto fisico.
In un momento così drammatico la ricerca del colpevole è uno sport che viene naturale da praticare un po’ a tutti, per cercare un elemento verso cui canalizzare il proprio risentimento verso un’ingiustizia che ci sta colpendo senza distinzioni.

A volte quel colpevole è lo Stato, a volte sono i clienti, a volte sono i titolari e a volte i dipendenti.

Ma leggendo i dati, forse non siamo stati proprio i peggiori.
Siamo stati il primo paese a subire la pandemia, e forse tanto il governo quanto i cittadini (per non parlare di tutti gli operatori sanitari!), tutti abbiamo fatto qualcosa di buono per riuscire ad abbassare i contagi prima e contenerli poi (in quella che pare una misura comune negli altri stati, se non migliore).

Il 2020 è passato. Quello che è stato è stato.
Possiamo proseguire il 2021 guardando il bicchiere mezzo vuoto, o pensando a quanto di buono c’è ancora, in quel bicchiere e puntare su quanto è rimasto per ricominciare, appena si potrà.
